Unemployment rates ROI v NI

The unemployment rate in Northern Ireland is 6.7% according to the latest figures, the rate in UK as a whole is 7.9% while the rate in ROI is 12.2%. What is the difference? Is it merely the sheer number of public servants on the payroll or is NI industry better run?

The former, I suspect. The public sector accounts for some 60% of the NI economy, compared to about 40% in the UK as a whole.
