I was stuck in traffic in town with my phone on beside we when a message pcan on the screen " Do you want to accept a message from Lisbon Treaty " . Well I have to accept it and have a look at the message.

I've seen this before in other countries. There are marketing companies selling these services (bluetooth spamming) and they are normally broadcast from bus stops. Catch is you only get it if your phone has bluetooth on and set to 'discoverable' mode.
