in my college they have a card system which is basically a debit card and in the canteen they charge one price if you pay with cash and a cheaper price if you use your card, is this legal since you are getting the exact same product but at different prices?

Once they are advertising both the prices there is nothing illegal.

They obviously prefer people to use the debit card system for various reasons (less cash on site and faster transaction times) so they make it more attractive to use it.

Same idea as one price for eating in, another price for takeaway. As said, as long as they are advertising both prices clearly, then I don't think that there's any issue.

It may be that the canteen prices in the college are subsidised & this is a way of ensuring that the subsidy goes to the people for whom it is intended. ie, Students and staff would have the card while visitors/people who wander in from the street looking for a cheap feed would not and thus must pay the standard price.
