Throttling a port

Hi all, I'm developing an appilcation, but wish to test when a remote connection is really slow. Anybody suggest a way to throttle the traffic on a port to really slow? I'm sure IP's do it all the time, so must be possible. Any freeware/open source out there to do this? thanks, J
