Bottle bank at One Mile open but blocked off to traffc.

Went to drop off a few bottles at the bottle bank at the garage beside the One Mile but the place was roped off, An attendant said it was still in operation but wouldn't allow any cars through. Thought this seemed a bit ridiculous.
