Cheap PCI-E graphics

I'm hopelessly out of date with my graphics card knowledge but alas I need to purchase one. Can anyone recommend me a cheapish quiet running card? Performance isn't too much of an issue so a low to mid level card would do fine, I'm more interested in it not sounding like a jet engine. :o Thanks in advance.

What size monitor you using?
What will u be using it for? gaming? if so modern games?

Also whats the highest you will go to pay

and finally what kinda system you have.. ancient machine or something more modern..
