what's the best way to treat rough whitewood and plywood that was left outside under plastic for a month or so that has got some water stain and blackspot

Wash it with some fairy liquid and dilute bleach, rinse then use acetic acid in water to neutralise the bleach.
Let it dry well (2 weeks) before you treat it with whatever you are going to use.
