Interest on Private Transactions

Hi can anyone help me. Is it true that a company cannot charge interest on Private Transactions (ie to a private individual) and only on transactions to a commercial business? I am being charged 8% interest by a company on materials I bought for my house and it's eating away at my payments. Any help please?
