Anyone managed to get BTEA/maintenance grant without being 'fully' registered?

In UCD as we know there are two stages of Registration, online module reg so you can start your course and officially attend, then stage 2 pay the fees (reg fee+Student centre levy) later on with grant payment (or not) Q. as far as i know, there is no way you can get it without being fully registered
