you have to upload it onto the internet somewhere http://wthax.org/ or www.pix.ie if photos

then use the insert image button

there are boards albums also, could be what you mean? http://www.boards.ie/vbulletin/album.php

As Ghost Train said, to embed the image you will need to upload it to an image host and link to it using an [noparse][/noparse] tag.

Otherwise, when starting or replying to a thread (using the Reply button, not the Quick Reply box) you can attach the image file to the post.
