Are there any that are open late and you can park over night in the city centre?

I think the car park in Denmark Street ( near the Icon ) has a late night opening (till 1 or 2) but not all night

The car park behind Dominos pizza on Mount Kennett Place used to be a 24 hour one as residents use it as well as daily users.

Google tells me that it still is a 24 hour car park.
