    Just watching David Begg on Vincent Browne. He is claiming that services will not be affected by the 12 days unpaid leave because the CS/PS/HSE and all other government service will become "Integrated Services" whereby someone in a local authority will be able to work (assuming the are qualified) in the department of agriculture (for example).

    Does this sound exactly the same as the amalgamation of the health boards under the HSE? Which resulted in more managers and cost more?
