Firstly in the 1999 A. Maths paper, Q.4 (a) part (ii)

how do you or what is the force between the mass and the pan.

Second 1998 Q.4 (b)

How does that work?

Once you've detrmined the acceleration in part (i), then note that the force that the pan applies to the particle that's moving up, minus the gravitational force acting on it, is the force required to cause the acceleration. Similarly for the one moving down, except that gravity minus the pan's force is causing the acceleration.

Do your force diagram.

Note that the only force acting sideways on the top block is the frictional force. It has to be sufficient to accelerate the top block at the same rate as the whole lot is accelerating.
