also, are there any cheap all day car parks near thomas street?
thomas st./ushers quay/heuston/james/etc...?

Yes, parking is free in the Phoenix park, but its first come first served and is very busy even before 8am in the morning. The line of parked cars usually extends beyond the zoo.
There is a car park near Thomas Street, dont know how much it costs though. Type it into google and you'll probably find out how much it costs.
