Who owns that road?

Hi all, puzzled Islandbridger here…
I'm curious to know who paved that lovely river walk behind the War Memorial Gardens –*the rowing clubs? Dublin County Council?

Any ideas?

DCC,I would imagine.Must check it out,its a lovely place for a walk.
