German regulator unveils VDSL access regulation Monday 7 December 2009

German telecommunications regulator BNA has confirmed the conditions under which Deutsche Telekom will be required to provide rivals with access to its VDSL network infrastructure. This follows a request for access regulation submitted by Vodafone Germany's fixed-line unit at start-August after talks with Deutsche Telekom failed to reach agreement. The BnA's ruling outlines the technical and operational conditions under which Telekom must provide access to its network so that rivals can install DSLAMs in its network points. It must also allow rivals to run their own fibre-optic cables into cable channel units, both of which it has previously refused to do. German alternative operators association VATM welcomed the ruling. Its president Juergen Gruetzner said that it was an important step for the deployment of high-speed telecoms networks in Germany. German broadband association Breko also welcomed the decision but criticised the lack of the so-called one day procedure that should enable all interested operators to get the same conditions for access to the VDSL networks.
