Changes to 3rd Level Fees

I've had a look through the budget myself but haven't found any reference to 3rd level registration fees/3rd level funding etc. Is anyone aware if changes have been made to this?

While they cut disability benefit and so on, they decided to just leave the institutions underfunded and not to ask students for any contribution. Sales of Abercrombie and Fitch and Ugg boots will rocket.
