Democrat Sport Quiz

Hi, Just doing the Christmas Sport Quiz in the Democrat. Stuck in one question - picture of what looks like a rally driver celebrating with champagne and the clue is "Did well in Spanish hills". Anyone have ideas? Thought it might be Shaun Gallagher but when I googled him I'm not sure it matches the picture.

I haven't seen the paper, but it could be Letterkenny cyclist Philip Dagnem (spell?). Maybe i'm totally wrong, just thinking out loud here.
