    The age old excuse of no facilities is tenuous at this stage. Look at the red and green Luas lines (the red one is plagued by trouble). Yes I fullu recognise this is probably due to the social depravation around this line compared to the dublin south green line but you need a carrot and stick approach. Its the consequences of the social inequalities that will stab you in the heart for asking them to turn their music down. I'm going off topic but there needs to be far more help for the disadvantaged in our society and far more punishment (with rehabilitation as the main aim) for those who can't live peacefully here. A prison court system could be used to assess whether someone is really fit to be put back on the streets. It comes back to active participation in your own self-improvement.
