I can charge anyone €2 - this can't be right can it?

Just came across this competition to win a phone;

To enter you fill in the form including your mobile number, and they charge you by sending you a premium rate text that costs €2 to receive.

Surely I can just enter the number of someone I don't like over and over again and drain their credit? Doesn't seem right............

By right they should have to send a free text to the number entered asking if you wish to be entered in to the competition and charged €2. If you reply yes then they send you the €2 message. If you ignore nothing happens. Probably doesn't happen like that.
