Emergency contact for the council over the weekend re central heating issues?

Hi there is there anyone at the council I could contact relating to our central heating which is inoperable?? It is a gas boiler and I turned it on this morning and there are loud banging noises the downstairs radiators are not heating up? Up stairs are BARELY luke warm. It would be ok for the rest of us but I have a 18…
