Re-grades?

Who actually does the re-grading!? I assume it cant be the original correcter? It has to be someone with fresh eyes, yes? Cause if it's the original I think its unfair! Esp when the person in question is also head of the department, whom the application letter has to be sent to if the grade goes up to official change it!
