Any way to test the maximum speed on my line ?

A few years ago I was signed up to...I think it was 8mb broadband with BT. I was only getting speeds of between 2-3mb so rang them up after a few months and they told me that my line could only take 3mb, so they downgraded me to 3mb broadband.

Is this gonna be the case regardless of isp ? Is there any way to test this without ringing them up ?

Also, Ive noticed a big decrease in speed and stability of the line since the vodafone takeover. Its near unusable at peak times and even off peak speeds are erratic.
