I'm sure the moderators of the respective fora are aware of the illegality of these topics and, while discussion of them isnt illegal I doubt the moderators are condoning or encouraging such practices.

However, moderators can't read every single post in every thread, especially on busy fora. It woul dhelp greatly if, on seeing such a post, you hit the "report" button to give the mods a heads up.
