Bare-rooted shrubs are planted while there is no growth, from about November to February. Plants in pots can be planted any time of year in theory, but planting a hedge in the summer is not a good idea, and if you plant in the spring you have to be a bit more conscientious about watering through the summer (1 - 2 litres per shrub onto the root area, not a sprinkle.)
