UPC Cisco Router

Im trying to Set up the Cisco Router, but it will only allow me into the Basic Set up, any one know does UPC block the rest of the set up or is their a way to get around that ? Im looking at buying a Belkin N+ cable Router can i just plug the UPC Cable into that Router and away i go or do i need to set up the PPOE? and IP…
