Have you thought about getting creative with a backless dress worn, errr, backwards? That should give you the drop you want and with the excess bits snipped from the dress you could fashon the cowl/hood.
How are you with a sewing machine?

    I'm older than Minecraft goats.

They have kinda similar looking tops to those on the top floor of Urban Outfitters in Temple Bar for 15 euro. Except they're purple and have half sleeves  doubt it would be too hard to dye them/get rid of the sleeves though, the cowl neck front is pretty much the same.

Just went on the UO website to see if I could get a pic, found something else instead which might be more what you're looking for? http://www.urbanoutfitters.co.uk/BDG-Solid-Woven-Trim-Tank/invt/5747424976601&bklist=. Says it's available in red too :)

Have you tried shops that sell "clubbing" wear yet, like No Name in Stephen's Green. There's also some of these shops on the O'Connell Street end of Henry Street, and around Arnotts on Liffey Street.

I am not familar with No Name, actually. Thought I should stipulate that I'm a size 16-18 on top and have a height of 5' 11" so what would be a standard sized top on one person would be a boob tube on me.

Where are you based op? I was walking by American Apparel in Dublin yesterday and they have those circular/hood scarves in the red colour you described. It could be worn with a top under it, draped over the shoulders.
It's like this, but in a block colour. They don't seem to be on the website anymore.

I'm based in North County Dublin. just a thought- a "snood" sewn to a vest might work.
