How to find all research papers referencing a particular person?

I've tried a few things but nothing seems to be working for me, although I know there is a way of doing this.

Is there any way to find all research papers referencing Ilkka Tuomi "Networks of Innovation: Change and Meaning in the Age of the Internet"?

What you want is a citation index.

These people do them but they are usually a pay service.:

I would imagine most academic libraries would have a paid subscription to such services so your best bet would be to ask a reference/research librarian in one of those institutions to do the search for you.
