It's pretty dead in Ireland as unlike some places with 1Mbps packet, it's only 300baud on FM. A few enthusists use it for APRS (to broadcast their location).

It's far too slow for modern email and technically it's illegal to pass 3rd party messages or connect to Internet with out Comreg permission.

I've tested IP over AX25 for email, FTP, NTTP and text webpages from my own server.

Free software for laptop is readily available and you can connect sound card to radio to avoid having a TNC

Some articles and out-of-date packet network maps on my site:

Sunday is Limerick Radio Rally. There will be people there.

I wanted to upgrade packet in Limerick about 5 years ago and fixed a 2m/4m link. But the Club eventually decided there was no interest in it.

I'm currently designing a small terminal to enhance messaging and control of Portable / Mobile Radio FT8xx family and IC706 etc.. See http://www.techtir.ie/forums/showthread.php?goto=newpost&t=3375

On HF a PC package Fldigi is used. http://www.w1hkj.com/Fldigi.html
I also use MixW for PSK31, Packet etc.

PSK31 will allow a few watts and a mobile Whip for HF communication to North America or East Europe etc depending on bands, time and conditions. It's a real time text mode.
