Brake pad thickness specs VW Bora

I'm needing to replace discs and pads on my 99 Bora 1.9 TDI.

I've sourced some online parts that match the Haynes manual specs (pretty well anyway) - except one. The manual says that the new pad thicknesses should be 14mm (front) and 12mm (rear). Every vehicle matched set of pads I can find give pad thicknesses of 19.7 to 19.9mm (front) and 17.2mm (rear).

I would have thought thickness was one of the most important specifications, so what's going on?

Brake pad thickness can be quoted with or without the backing plate. 5 mm would be the approx thickness of a backing plate which would explain 14 vs 19 mm etc.
