Archway off the south ring

Coming off the Bandon roundabout heading towards Killarney, just before the Btown flyover, there's a small rock archway on the left, on the grass verge. Can anyone tell me what this is/used to be?

I know the one - no idea what it is though. It is definelty not an old structure so was built for a reason - maybe a monument.
