Ok. I have no idea - literally no idea - what half the technical terms bandied about here mean. Im a committed nerd, but this is far from my area of expertise. a) it's worse than you can imagine and worse than the Government and its Quangos will admit.
b) Ah... Political will. Lobby your TD? Encourge public minded people rather than self servers and toadies to vested interests to be in Politics. Not all the parties are equally poor however.
c) Not a lot specific to Ireland.
