I moved to last thread to the Tattoo forum but it was closed as "best" is too elusive. I suggest you try there again and maybe post up the design you have in mind.
Really the best way to find out is to go to the various shops and discuss it with the artists. Ask to see work that they have done before along the same design as you want. Bring a design or photo or something for them to look at.

In Galway afaik there's Irish Ink, Metal Works and some guy up on Prospect somewhere.
First step, get the design right, then check the Tattoo forum.
