Plumbing Problem

I have a dual hot and cold water cylinder and also a twin domestic hot and cold water pump. I can only get pumped hot water but no cold water since recently when water supply was cut off at different times day and night. Is pump broke because it was run when dry or would there be an airlock in system ? Would my insurance…
