are irishbroadband/imagine throttling rapidshare etc??

Have been trying to download a few files hosted on rapidshare,hotfile few other such sites, anyway seem to be getting really slow download speeds..Its not my connection speed as ive checked that...i know they throttle torrents to bits and i think they have hit these services now... anyone else have this problem?
