    Doing up plans for a house for a friend, haven't done any in ages.
    Can i fill out the preliminary ber cert for the house ( i'm not a certified ber accessor ).

    No you can't - only an SEAI registered assessor or can do that .

    A preliminary BER cert is only required when selling off plans or when selling building which is not completed so maybe you don't need one .

    If you need DEAP calcs , for planning permission information / further information request purposes and you are competent to use that software you can do this yourself .
