Steps from shops extending out to path

    Hi there, random question. If a small step to various shops was extending out in front of the store to the path, would that belong to the shop or the council paths? It looks pretty old so i'm not sure.

    Probably the council but if you weren't looking where you were going you can't get compo I don't think. ;)
