I'm considering attending UCD to do a postgrad course in Engineering starting in September 2010, I was hoping to stay on campus so to be close to lectures etc. I notice that its not possible to book accomodation until the start of June online. Is there usually a "mad" frantic panic to book places when its possible to place…

I don't think it sold out this year at all because of the price so you should have time. Theres a rent freeze now apparently so it will be the same price next semester.
