9 cent charge for "you have reached the voicemail of..."

So you ring someone and it goes straight to "you have reached the voicemail of..." without even ringing, and there is a charge of 9 cent for this even if you just hang up straight away without leaving a voicemail. What the hell is that about? It used to be 3 cent, which is still ridiculous. You are getting charged because…

What the hell is that about? It used to be 3 cent, which is still ridiculous. You are getting charged because the person you're calling has their phone turned off or has no signal. Especially annoying when you don't have much credit left and are trying to call someone.

I'm on Vodafone; do O2 and Meteor have similar charges?

What plan are you on?

I think vodafone call connection charge is 6 cent
