How can i trace an IP address at a specific tme

hi, i am after having someone get into by gmail and sent emails out of it. they must of known my passwords as they also knew my passwords for my other email in UCD. On gmail it tells you the IP address which they used to access my account (non static IP address) from and the time they accessed it at. can anyone tell me is it possible to trace this IP address to a specific time so i would then know the location? i changed my email passwords so they cant access them now, i know if i could of caught them when accessing my account then i could of traced it. The IP addresses used where:

83.147.138.196 Time:11:04pm on the 27th April

83.147.138.196 Time: 12:13am on the 29th April

Edit: The hop before the final IP looks to be a dublin based exchange, so 'probably dublin' is the best you'll get out of it location wise.

Change your Gmail password. Before you do, check that there are no dodgy filters or secondary email addresses. They may act as a 'back-door'.
