    Thanks for the those details Raven. When will the details of the proposals for each area be published.
    I have difficulty getting to Naas during KCC opening hours, does anybody know if the map referred to is available online.
    Will KCC be responsible for the areas that are being kept as open spaces.
    If they are when are they going to remove the ivy from the Ochard wall before it collapses.

    OTF, did they say that they would publish the details of the proposals? I know they should but I don't know what they are planning to do with them.

    I have never seen that map online and I don't know if the CRA would give you a copy.

    I think that in theory KCC are supposed to look after the green open spaces but it doesn't actually happen. In some areas the nearby residents go out and pick up the litter that is left by the anti-social visitors, and the CRA gets the grass cut. As far as I know, some members of the CRA go out and do likewise, notably in the Orchard Walk, and at both entrances. They also plant flowers etc. in these areas.

    The ivy is a tricky one, especially with old walls where the roots are growing into them. It is a dangerous task as the wall could collapse in the process, and needs to be done by someone experienced in this sort of thing. The Orchard Wall is a Protected Structure of international importance as part of the curtilage of Castletown House, even though it has been separated from the demesne. Therefore it requires specialist attention.

    There are very strict rules applied to privately owned Protected Structures, and their owners are required to look after them properly and repair them if necessary. Grants are available for this and should be applied for to KCC by the owners. However, since KCC have taken over the estate, they effectively own the open spaces and the onus is on them to maintain this wall. I would suggest lobbying the councillors on this issue.

    I would have thought that the open spaces were KCC's responsibility. Didn't they take the estate in charge some years ago. The Orchard Wall is in danger. When it collapses who will have to reinstate it . KCC or the people whose gardens it backs onto. We cannot depend on KCC to enforce "strict" rules.

    Well seconds now that the die is cast I hope KCC will follow through on this and that the proposals that will be brought to the Council will be accepted.

    The favoured option on each green area was carried by a substantial majority of voters.

    The people have spoken now the Council must act.

    It may not be that straight forward. It may even end up under judicial review.

    What can the DOEHLG achieve at this stage. Does that guy in the Liffey Champion honestly believe that KCC didn't check the proper procedure for holding a ballot. Those backlots are gone forget about them and live with it.

    Well they seem to be going now.
    There is fencing being erected in backlot 5 (Between The Elms & The Drive) next to the orchard walway.
    Have the council transferred this land into private ownership and given planning permission to fence it off ?

    I thought detailed plans had to be submitted to the council to facilitate the transfer and fencing off of this land.

    The individual area plans should set out in detail how it is proposed to deal with issues such as:
    • The proposed apportionment of land between adjoining householders and agreement of the parties to same.
    • The method of enclosure for the areas concerned
    • The type of materials to be used
    • Costings for any proposed works
    • Concrete proposals for funding the works
    • Site acquisition costs
    • Development and submission of Planning applications as appropriate
    • Funding arrangements in respect of Professional Fees incurred.
    • Evidence of appropriate insurances etc.


    Issues for Kildare County Council.
    Planning
    Process all planning applications lodged in respect of the development proposed
    On areas in question.

    If necessary complete the Material Contravention process in respect of planning
    Applications lodged.


    When did all of the above take place in relation to backlot 5 ?
    Why were the residents not kept informed of these developements ?

    as far as i know that fence is just a replacement fence for an old one that had been broken down by people coming in from the green lane to drink etc. oil had been stolen from one of the oil tanks in someone's garden as well!

    Just curious. I am a former resident. What has happened with these back lots, particularly area 11. I don't live locally anymore, so can't check for myself
