HGV driver under pressure

A friend of mine is in a tight spot. He has been driving a HGV for 15 years, limited to certain maximum weights he is allowed to travel at. But his current employer shows absolutely no interest in keeping the loads at a legal weight. He is only with this employer for 1 year and knows how lucky he is to have employment, they are otherwise a good company to be part of.

What is this man to do? If he does the right thing and force the issue he will be well out of favour and will probably loose his job by their stealth and where will he get another. If he does nothing and keeps his mouth shut he risks everything, his licence and hence his ability to find employment. If he has an accident while overweight he will go to jail.

Pros and cons there are but employment is everything at the minute.

Why can't he anonymously report his employer to whomever monitors the weights/loads? So it gets checked and remedied, without his name being mentioned. Either that, or report them with prior agreement that his name won't be mentioned.

Or if it is really a 'friend' why don't YOU report the company about driving with unsafe loads without telling your friend.
