You need a Vivarium not a garden. They do need special treatment depending on the animal. They can also be very expensive .
If you want to put it in your garden , you can do this on nice days but you would have to fully supervise them .

Aren't there some kinds you can keep in the garden and in winter they hibernate? I've seen it on animal tv shows and zoo shows in England. But I don't really know anything about tortoises.

It would be nearly be impossible to find true captive bred tortoise in Ireland, most are wild caught under the label "captive farmed". There are some species you can keep in your garden in Ireland but only for a small part of the year. The rest of the year you will need a tortoise table in your home. There is a lot more good info on tortoise care here.

Tortoises are one of the most specialised creatures to keep as a pet so I'd follow Sci's advice and click on the tortoise trust link, it's the best resource on the web for chelonian husbandry.

If you go for one of the tortoises that can be kept outdoors for the hotter months of the year, you'd be looking at a mediterranean species.
I'd think long and hard about keeping one or even two as pets. They can live for a very long time, and have special dietary and housing needs.
