Not sure if it's the fastest, but the most direct (most uncomplicated anyway) would be \blanch to chapelizard/ up chapelizard hill to junction of kylmore road,turn left and keep going until you reach the N11.Turn left,2nd right.
Most other options would take a page or two.

Alternative is N3 (which becomes the R101 around Phibsboro) all the way to the East Wall Road (the R131). Cross the East Link and stay on the R131 until you turn right onto Sydney Parade Avenue. Turn left from Sydney Parade Avenue to Merrion Road and then immediately right to Nutley Lane. RTE is at the top of Nutley Lane. A little map here.
