    Can anybody recommend programs that can record streaming video.

    Can you be more specific? Is it that you want to record what's happening on your desktop? Or you want to download video that's being streamed by a website?

    From the likes of RTE which is protected streams the likes of Camtasia will do it, not free though

    if you want to screen capture games or windows 7 desktops then FRAPS will do it, not free but easily gotten through other sources.

    You could try RealPlayer, it's free. It has a handy download video option any time you start playing any online video.
