As a Cad newbie, just wondering your thoughts on the Alibre package, I have been playing with the trial version and the video tutorials.
From a novices point of view, they have made it very accessible to get started

I would like to be able to draw 2d proficiently then output to G-code to drive a plasma cutter.

    $99 seems good value?

Late reply to you question - only came across your post when I was searching for stuff on cnc plasma

I tried ALibre a few years ago - the free limited version. It looked OK. I really liked the parametric aspect to it.
However I was looking for CAM as well and in the end went with Bobcad which is both 3D CAD and CAM all in one. Take a look at that.
(Just don't take any notice of the prices on their website - you can bargain with them and could get well down into 3 figures prices with a lot of extras thrown in.)
