Damp problem

The pictures are self explanatory really. The paving and step was done after the house was built. They were done by a handyman who did a nice job, but I don't think he applied any dampproofing, hence the damp inside. Will I have to take up the step completely to fix this problem? or is there any other way around it.

I'd of thought that the DPC in the house would have been above the level of where the steps are.........

That may be so, but the paving was laid on top after the build was complete.
