Any opinions on using an xml file or a database for text items on a website. Just for the links, short text items etc. i think that parsing an xml file may be best, easy to change language etc. Then for larger content, use a database. Any opinions on this?

Look at how WordPress translation is done.
It uses the gettext function (well, the '_' alias of it).
