Yeh I remember reading this somewhere, they can't squeeze in a play off in finals so its down to a coin toss. Never happened though afaik.

In Euro 2008, there was a chance for Czech Republic and Turkey to finish completely level if their final game finished with a draw. It would have gone to penalties but Turkey won it.
