Stange Phone call

I got a phone call in class today so couldent answer it but the same number, I dident recongize ,called me 4 times. My phone borke a while ago and I lost alot of numbers so proboly why I dident recongize it. I wasent able to call the number back. A guy in my class said it was forgien but he dident know form where or how to call it

The number was
+ 37129691XXX ( last 3 number exculed odviously )

If anyone knows where this number is form or how to call it back it would be a great help

Its a Latvian mobile phone number originally on the Tele2 network (it may since have moved to another Latvian network).
